Minutes for June 4, 2014 Selectmen’s Meeting

Selectmen’s Meeting Agenda

  • Call to Order
The meeting was called to order at 7:04 PM.

Chairman Clifford L. Emery led the pledge.

  • Approval of Prior Meeting Minutes

  • Discussion held between 5:00 & 7:00 p.m.
The Fire Chief was in and went over some budget items and expenditures with the Board.  They also discussed the contract for lighting in the bays at Groveville Fire Station.  They agreed on that and will be contacting the electrician to start working on it.

The Board was scheduled to meet with Trustees of Pleasant Point Park and Chief Grovo; however, people were scattered in different directions so the meeting had to be cancelled but another meeting will be set up soon.

The Board discussed water trucks filling up in Bar Mills at the park by the old Rogers Fiber building.  The Board had asked them not to do that in the past.  Selectman Booker is going to call them tomorrow and tell them that this is not a place to fill their trucks.  One of the Selectmen will call back the resident who contacted us and tell him that the Board has taken care of it.


The Selectmen had a discussion with a resident about the police situation here in town.

The Board also talked about setting up a meeting next Wednesday at 5:00 PM for an Executive Session.  

The Selectmen talked about the resignation of Larry Miller from the School Board.  Selectman Emery said that is quite disturbing.  Larry has been a big advocate for SAD 6 and the fact that things are in so much turmoil that he felt he needed to resign does not bode well for the town.

The Selectmen also discussed a Personnel Policy issue and got that resolved.

Selectman Harmon has been in the office most every day.  She reported that within the next week she and Selectman Booker hope to go over the numbers for the Property Tax Levy Limit so they can project what the Board is going to have to take out of Undesignated Surplus to hopefully not have to raise the mill rate significantly which she said does imply that the mill rate may have to go up.

Selectman Burns reported that he was out Thursday and Friday but was in Monday and Tuesday.  On Monday Chet Ouellette helped him install chair rails in the Selectmen’s Office and they finished up everything they were going to do in that office.  Chet worked on the front door yesterday and had to fix that because the doors were not closing together

Selectman Burns said he has been working on an issue that one of the library trustees called him about.  A piece of trim is missing on the back side of the library on the new roof that was installed last fall.  The contractor is supposed to be coming over to take a look at it this afternoon and Selectman Burns said he will talk with him tomorrow to find out what they are going to do about it.  




Selectman Booker reported that a letter came in this week from the EPA that is another water testing issue and she has asked Fred Farnham to look into that to find out what it is.  
She said if we do have to do this testing we will not have to pay for it, the EPA will pay for it.

Selectman Booker said she reviewed an action plan that Public Works and the Transfer Station were required by Maine Municipal to put together and looking at it from their vantage point as far insurance risk, they have to make a few minor corrections.  Most of them were already in the works.  Our plan has been sent out to Maine Municipal.

Selectman Booker said she talked with Chief Grovo about a couple of issues.  

Selectman Emery reported that he was in last Thursday.  He had a conversation with the Fire Chief and went over some things.  Selectman Emery said the town lost a valuable asset to our community.  Erlon Townsend passed away.  He was a fireman and member of the Fire Police for a long time, very committed to his community, and he dedicated a lot of his time.  The Board would like to give their condolences to his family and let them know that this gentleman will be greatly missed in this community.  

Selectman Emery has been working out of Town but he has been calling in and talking with some of the Selectmen to keep up to date on things here.  He talked about serving on the York County Budget Committee and gave a brief update on the committee’s progress and what they have left to do.

Selectmen Harmon thanked Peter Burns for the chair rails in the Selectmen’s office.  She said they look fantastic and the Board is very appreciative of the work he did.  

Selectman Harmon said it was brought to her attention yesterday that the carpeting in the Administrative office and a few other areas is very soiled and John Myers is looking into having the carpet cleaned.

Selectman Emery said he wants the people on Davis Road to know the Board of Selectmen did not forget them.  He said from what he understands things are moving forward on this project.  He said the Board will be taking care of them and they will not go another winter without being plowed. He said one way or another they are going to make that happen.

  • Other Business
The American Diabetes Association Kennebunks Tour de Cure ride will be held Sunday, June 8, 2014.  The100 mile ride begins at 7:00 AM in Wells and will end by 3:00 PM.  The route passes through Buxton turning from Broad Turn Road onto Route 22, continuing to the intersection by Plummer’s, turns left onto Route 112 to West Buxton village and crossing the bridge into Hollis.

Selectman Burns said he has known Larry Miller for 40 years.  He has been on the school board for two or three, three year terms.  Selectman Burns said he has been participating in the budget meetings for the school board for 4 years now and Larry has been the man with the numbers, truly dedicated to the district.  Selectman Burns said he is sorry to see him go and thanked Mr. Miller on behalf of the Board of Selectmen for all the years of service he has given as a school board member.
